RELIEF AND REHABILITATION OF MULTIPLE DEBTORS
Helping debtors to restart a sound economic life

The "Relief and Rehabilitation Organization" is the embodiment of "Consumer Protection and Relief" activities that are the basic spirit of JCFA, established in 1980 by contributions of 270 million yen by member companies.

This is a system to aid well- intentioned multiple debtors facing insolvency in spite of their intention to repay but unable due to unavoidable circumstances such as illness or unemployment. In principle, the amount of liabilities of the debtor needy for relief is set at within 5 million yen. Subrogating without interest aims at socially rehabilitating debtors. This is a voluntary operation.

The relief is provided for all liabilities without limiting only to those of JCFA member companies, including those by bank credit cards, sales finance cards, and arrears of rents as long as debtors meet the following requirements.

Foundation: 270 million yen (contribution by members).
Conditions: 1. Persons with fixed wage earnings who are endeavoring to repay debts with a strong intention, but are unable to solve the problem by themselves.
  2. The maximum sum for relief (subrogation) in principle shall be 5 million yen (Conditionally, it is possible up to 10 million yen) for persons who are able to settle the entire debt (The debt mentioned here is defined as those of banks, credit sales, consume finance as well as loans from relatives and friends including unpaid or arrears of rents and taxes).
  3. Persons who are able to repay the claim for compensation of subrogation in full within 5 years (60 months or up to 10 years depending on circumstances).
  4. Persons who can appoint two or more people to stand for as joint and several surety. Screening: The Relief Working Committee reviews to appoint a company (staff) from member companies to let it carry out investigation, and its findings are to be examined in the committee to decide further steps.
