Based on the ideology of "Early
Detection, Early Improvement" for
multiple debtors, JCFA established "Monetary
Management Counseling Organization" in June
1997 under the auspices of the Japan Consumer Counseling Fund.
For about 3 years before the establishment, basic research and
investigation into a monetary management counseling system had
been conducted by sending inspection groups abroad (1994), holding
seminars in Japan (1995), and sending trainees for specialized
counseling training (1996 and 1997) under the guidance of Professor
Hira K. Tahira of the Iowa State University.
Also, under the joint auspices of the Japan Consumer Counseling
Fund, "Counseling Research Society" was
established in 1997, and free of charge consultation services
by "Monetary Management
Counseling Service" started in Tokyo
and Osaka in September 1997, with professional counselors
providing mental care and advice on family finance management
and debts to support debtors' independence and rehabilitation.
The Counseling Research Society studied issues of voluntary
bankruptcies and multiple large sum debtors in detail and published
an interim report in June 1998. The report included the basic
agreement on setting up a special counseling facility across
different business types and perform comprehensive counseling
services such as mental care and liquidation of liabilities.
This is a large step toward solving the problem of multiple large
sum debts. |
