ACTIVITIES OF JCFA

In 1969, an organization JCFA was formed by adopting the system of NCFA (currently AFSA) as a model after several exchanges of inspection tours.

At present, JCFA consists of many companies including stock-exchange listed companies with receivables of over 1 trillion yen, foreign companies, and companies that are closely connected to the local area. That is really a gathering of a variety and characteristic of consumer finance profession. What the members have in common is the desire for a still more penetration of consumer finance business into society and providing thoroughly customer-oriented services. One of the distinctive features of JCFA is that all members have the right to speak out their opinions on equal terms regardless of their scale or their business strategy.

JCFA, which at all times focuses on the importance of internal innovative activities, emphasizes mainly "Consumer awareness, consumer service, investigation & research and fostering of competent personnel," and our energetic activities have begun to take shape through our originality and exertion of creative power. Our activities include the establishment of a free consultation offices, "Monetary Management Counseling Service" and the management of "Relief and Rehabilitation Organization." They are serving to solve the issues arising from the trade.

Main Activities of JCFA
1.
Public Relations and Awareness Activities. Publication of "Monthly Credit Age," a consumer finance trade magazine; addressing the mass media for promoting understanding of the trade, various consumer awareness activities

Activities to Support Consumer Education and Dissemination. Creation of teaching materials centered in consumer monetary education and free offering of materials to major elementary schools and public libraries nationwide.

PUBLIC RELATIONS AND AWARENESS ACTIVITIES
In order for consumer finance to be fully recognized by the society and to enhance its significance of the existence, JCFA is concentrating its energies on public relations and communication by publishing "Monthly Credit Age" a trade magazine. The association is also engaged in activities such as holding talkfest with journalists and carrying out disclosure of our information on multilateral fields.
Furthermore, in consideration of the review of the money-lending control law in 2003, we are actively disclosing information of the reality of the consumer finance business to the administration, mass media and the learned classes in order to promote their understanding. Toward the consumer, we are also emphasizing our convenience, safety and reliability.

ACTIVITIES TO SUPPORT CONSUMER EDUCATION

With financial deregulation and development of a credit society, when an important subject how to contribute the society was raised, JCFA decided to create teaching materials for the purpose of fostering and spreading consciousness of self-responsibility and a sound monetary sense among the children of the next generation.

Since the first edition was published in 1982, this year 2000 heralds 9th anniversary in the edition of "Teaching Materials for Consumer Education." This material is designed for elementary pupils, and delivered to elementary schools, public libraries and educational facilities free of charge, where we expect they are made good use of.

INVESTIGATION AND RESEARCH ACTIVITIES AT HOME AND ABROAD
In addition to conducting independent consumer consciousness surveys and various market researches, JCFA issues "Consumer Finance White Paper" every year in cooperation with other industry organizations and publishes books on consumer finance trade to promote grasping the management change of member companies and their current status and the trend of consumers and to make clear the current condition and issues of the trade.

Also, JCFA sends overseas observation groups by position from staff to executives mainly to the United States and Europe to investigate and study up-to-date financial conditions, shop operation, customer relations as well as consumer education, counseling services and new business related to finance to foresee the future of consumer finance. In order to share the product of observation tours among members, the findings are compiled into a report so that it can be reflected in mapping out business strategy of each individual company, and seminars for the trade related parties and members lectured by accompanying instructors are held.

Further, "Conference of Owners" and "Research Study for Owners" are held once every year for exchanging information and reviewing business strategy and the issues surrounding the consumer finance trade. For legal issues and cases of trouble that have occurred during conduct of business, employee education of legal knowledge, investigation and research of legal views, training and practical consultation are carried out mainly by legal advisors, and the study results are fed back to member companies.

CULTIVATION OF COMPETENT PERSONNEL

For JCFA member companies whose basis of management is placed on customer satisfaction, training of competent and qualified persons (= for improving the quality of customer relations) is above all an important subject. To foster and train professionals who will shoulder the future credit business, JCFA conducts a wide range of training which covers basic knowledge of the trade to business expertise, customer relations, leadership, general education and financial conditions, with specialists and learned instructors supported.
On March 11, 2000, the "Academy of Consumer Financial Services" was inaugurated to study consumer finance service from scientific areas. The academy conducts various analysis in many directions such as economics, business administration, law, sociology, psychology and pedagogic studies to promote the study through international exchange, etc. This is the first systematic and academic approach to be practiced in Japan, and many of the JCFA members take part in the society to research and study related problems.
With Professor Kenichi Enatsu of Waseda University's school of Commerce as Chairman and professors of other universities as members, the academy aims at giving birth to professionals for expanding the foundation in the consumer finance market by setting consumer finance service as one of the special subject of study.
